"We, the Ministers and Heads of delegation of States participating in the PEBLDS process, endorse the Resolution on Biodiversity submitted by the PEBLDS Council and we commit to achieving the nine targets for halting the loss of biodiversity by 2010 through national efforts and regional cooperation. In doing so we highlight as key issues for Europe: forests and biodiversity, agriculture and biodiversity, the Pan-European Ecological Network, invasive alien species, financing of biodiversity, biodiversity monitoring and indicators, and public participation and awareness."

DECLARATION by the Environment Ministers of the region of the United Nations Economic Commission for Europe (UNECE),
Fifth Ministerial Conference Environment for Europe, Kiev, Ukraine, 21-23 May 2003

Under the auspices of the United Nations Environment Programme (UNEP) and the Council of Europe work is under way to implement and further develop selected subjects within the seven action plans for the Pan-European Biological and Landscape Diversity Strategy to achieve the targets set out in the Kyiv Biodiversity Resolution:

  • Forests and biodiversity;
  • Agriculture and biodiversity;
  • Pan European Ecological Network;
  • Invasive Alien Specie;
  • Financing Biodiversity;
  • Biodiversity Monitoring and Indicators;
  • Public Participation and Awareness.

The results will be reported to the ministers, while further developments may be subject to recommendations to be adopted to them.


Objectives:

  • to build knowledge and understanding of biodiversity NGOs on the Pan-European Biological and Landscape Diversity Strategy;
  • to help to introduce the Pan-European Biological and Landscape Diversity Strategy to national biodiversity NGOs;

  • to assist to formulate National Biodiversity Strategies;
  • to monitor the national processes on preparing strategies and
  • to involve NGOs into Program Elements, especially into the establishment of the Pan-European Ecological network and Cross-Sectoral Cooperation.
